Why don't all men's rooms have partitions?

I think partitions are really important, personally, because I do like some sense of privacy. Is it just out of cost or laziness that places don't but the partitions up?

Is there any guy that wouldn't prefer the partition over nothing?

I think its more of a cost thing. Do we really need them to pee? No. More of a comfort factor.

Your right, but do we as guys really need a restroom to pee? We really could just use the bush outside, but this isn't what society thinks is "Ok". So to speak the restroom is just one giant comfort factor for society, is it not?
